It significantly rebalances the economy, and includes the Great War mod to. PDM adds hundreds of new events, inventions, decisions, and even goods and factories. It is in that way a large-scale mod which changes more or less everything in the game. Development was started on Mod DB until Jwhen development was moved to Github. The POP Demand Mod, or PDM as it is more commonly called, is a major overhaul mod for Victoria 2. The mod has been developed by one user, arkhometha. It also repurposes previously useless islands in the Arctic Circle to colonies 'and more.' The mod adds numerous improvements to the map, such as fixing borders, fixing coastlines and removing a number of graphical glitches.

These are generally conservative POPs who have poor literacy and work as labourers and farmers. More graphics are added, such as rebel icons and icons for casus bellis. Existing reforms are also changed, for example communist countries are not allowed slavery and universal healthcare cannot exist without first having researched medicine. New reforms are added to fit with the historical times. Wars will occur that previously were not included, for example the Russian expansion into the Caucasus. HPM adds a large amount of these, including the Neuchatel Crisis, Ottoman flavour, 36" or fight for the CSA, Texan claims and the Ezo Republic. Iberia cannot be formed a second time.Features Historical Flavour Events and Decisions Similarly, if Portugal exists (or Iberia loses all POR core provinces) then Iberia will revert to Spain. If Spain exists (or Iberia loses all SPA core provinces), then Iberia will revert to Portugal. 
Any non-Iberian country which is in your sphere will secede any Iberian core provinces to you.If they refuse, any alliances are canceled and relations/influence is greatly reduced. They are likely to accept unless your governments are very incompatible. Spain, Portugal, Catalonia and Basqueland receive an annexation event, if they exist.Spanish, Portuguese, Catalan and Basque are added as accepted cultures.Iberian cores are added to all Spanish and Portuguese core provinces, as well as Gibraltar.
